Significant Amendments Introduced to the Charging Service Regulation
With the Regulation Amending the Charging Service Regulation (Regulation) published in the Official Gazette dated March 23, 2026, and numbered 33202, certain amendments have been introduced to the regulatory framework governing charging services for electric vehicles. In this context, the technical infrastructure of the charging services market, data security requirements, pricing principles, and rules regarding market operations have been revised.
The key highlights are summarized below:
- The scope of the Charging Service Regulation has been expanded to include concepts such as smart charging systems, mobile charging stations, EPİAŞ, and roaming.
- The definition of the charging network has been revised and expanded to encompass the software and hardware infrastructure required for the provision of charging services and the establishment of connections between multiple charging stations; additionally, mobile charging stations have been included within the charging network, and it has been stipulated that the charging points within such stations will be considered within the scope of minimum network obligations.
- Notification and approval procedures regarding the transfer of charging stations have been regulated; additionally, an obligation to notify the Authority has been introduced for the operation of mobile charging stations.
- Data security obligations have been increased; requirements regarding the compliance of the information technology infrastructure related to charging services with the TS ISO/IEC 27001 standard have been established.
- The option for direct payment has been introduced for charging units above a certain power level on highways, and the principle that no additional fees may be charged to users has been regulated.
- Provided that users are informed in advance, it has been made possible to discontinue charging services at DC charging units for electric vehicles with a battery level of 85% or above.
- The provision regarding direct payment at charging units above a certain power level on highways will enter into force on July 1, 2026, while all other provisions entered into force on the date of publication.
