Regulation on Transparency and Market Abuse in Energy and Environmental Markets Published
The Regulation on Transparency and Market Abuse in Energy and Environmental Markets (Regulation), prepared by the Energy Market Regulatory Authority (Authority), was published in the Official Gazette dated 14.02.2026 and numbered 33168.
The Regulation introduces comprehensive rules to enhance transparency in energy and environmental markets, to set forth the procedures and principles regarding the disclosure of inside information, and to prevent abusive market practices. The key highlights are summarized below:
- The Regulation covers certain energy and environmental markets, including electricity and natural gas markets, the emissions trading system, and the renewable energy guarantee of origin market, as well as bilateral agreements executed for wholesale purposes within these markets.
- The establishment of an Inside Information Platform and a Transparency Platform under Energy Exchange Istanbul is envisaged; obligations are introduced regarding the prompt disclosure of inside information and the publication of general market data in accordance with the procedures and principles to be determined.
- Market participants are required to disclose inside information in a timely and accurate manner, to prevent insider trading and to report suspicious transactions.
- Insider trading and market manipulation are defined in detail, and administrative sanctions are stipulated for both natural and legal persons engaging in such acts.
- Broad supervisory and audit powers are granted to the Authority; significant administrative fines and measures, including temporary trading bans, may be imposed in case of violations.
- The Regulation will enter into force on 01.06.2026.
