Amendments to Various Regulations on the Electricity Market

In the Official Gazette dated 21.01.2025 and numbered 32789 (Official Gazette), regulations that envisage many amendments to various regulations in the electricity market were published and entered into force.
- The Regulation Amending the Electricity Market License Regulation introduced collateral and minimum capital obligation for the stand-alone electricity storage facilities. Accordingly, it has been regulated that (i) the minimum capital of the company must be in an amount determined by adding twenty percent of the total investment amount foreseen by EMRA for the stand-alone electricity storage facility, and (ii) a security in an amount corresponding to the rates determined by EMRA decision on the basis of the capacity of the stand-alone electricity storage facility must be provided.
- In addition, significant amendments were made to the Electricity Market Balancing and Settlement Regulation, Electricity Market Ancillary Services Regulation, Regulation on Storage Activities in the Electricity Market, Electricity Grid Regulation and Regulation on Certification and Support of Renewable Energy Resources.
- In addition to other amendments made to the aforementioned regulations, various obligations have been introduced at the grid level regarding the operation of some unlicensed electricity generation facilities. The most prominent of these are as follows:
- Unlicensed electricity generation facilities above a certain voltage and installed power threshold will also be required to execute a reactive power control service agreement,
- Unlicensed electricity generation facilities connected at the transmission level will be subject to emergency measures and
- Unlicensed generation facilities connected at the transmission level will be required to notify their finalized day-ahead generation/consumption programs (KGÜP).
- Various changes are also envisaged in the processes for primary and secondary frequency control services. It is contemplated that TEİAŞ will complete the infrastructure necessary for such changes until 31.12.2026.
