Regulation on Electricity Market Measurement Systems

The Regulation on Electricity Market Measurement Systems (Regulation) was published in the Official Gazette dated 28.12.2023 and numbered 32413.
- The Regulation articulates the issues regarding the determination, installation, and operation of all measurement systems, including meters within the scope of licensed and unlicensed (license-exempt) generation activities in the electricity market and measurement systems used for consumption purposes.
- The Regulation envisages the establishment of the National Smart Meter System (NSMS).
- The minimum and optional features of the smart meter system components are determined by technical specifications prepared by TEİAŞ or TEDAŞ, as applicable.
- The Regulation envisages two types of meters, namely Smart Meter ECO (ECO) and Smart Meter PRO (PRO). The obligatory conditions for the use of PRO meters are listed in the Regulation.
- It is the responsibility of the distribution license holder companies to include the meters connected to the distribution system within the scope of NSMS, to install, operate, and maintain the necessary equipment, infrastructure, and smart meters for communication and to replace the existing meters with smart meters.
- The Regulation envisages the establishment of a User Mobile Application and a website by EPİAŞ.
- The Regulation also stipulates that TEİAŞ and distribution companies must establish the necessary infrastructure to share the data obtained through the meters with the relevant parties in a secure environment and internet-based.
- The Regulation also articulates the issues regarding the meters used in unlicensed (license-exempt) electricity generation plants.
- With the Regulation, the Procedures and Principles on the Scope of Automatic Meter Reading Systems and Determination of Meter Values published in the Official Gazette dated 08.08.2015 and numbered 29439 and the Communiqué on Meters to be Used in the Electricity Market published in the Official Gazette dated 22.03.2003 and numbered 25056 are repealed and the Regulation enters into force on 01.01.2024.
