The Communiqué on Procurements to be Made by Direct Procurement Method (Communiqué) is published in the Official Gazette dated 11.07.2023 and numbered 32245. The Communiqué will enter into force on 01.02.2024. Main issues set forth under the Communiqué are summarized below:
- Procurement of goods or services to be made by direct procurement method in accordance with the Public Procurement Law (Law) may be realized electronically or physically.
- Real or legal persons willing to submit e-price bids for procurements must be registered to the Electronic Public Procurement Platform (EKAP).
- Procurements may be announced on EKAP or real and legal persons may be invited to submit bids.
- The Communiqué includes the details of the cases stipulated in the Law where it is possible to make purchases by direct procurement method.
