Regulation Amending the Regulation on Transport Organization Services

The Regulation Amending the Regulation on Transport Organization Services was published in the Official Gazette dated 19.06.2025 and numbered 32931. Through this regulation, various amendments were introduced to the Regulation on Transport Organization Services (“Regulation”).

The key amendments introduced by the Regulation are summarized below:

• The definition of transport organizer set forth in the Regulation has been amended. In this context, natural and legal persons performing storage, packaging, labeling, wrapping, order management, insurance, distribution, and logistics services related to transportation have been included within the scope of this definition.
• The capital requirement prescribed as a condition for obtaining an authorization certificate has been increased to TRY 1,000,000. It has been clarified that this updated capital requirement shall not apply to entities that already hold an authorization certificate until the date of their first renewal.
• The requirements concerning training and professional competence applicable to authorization certificate holders have been revised under the Regulation.
• The period granted for fulfilling the professional competence requirement for authorization certificate holders has been reduced from six (6) months to forty-five (45) days. Moreover, if an administrative sanction is imposed due to non-compliance with this requirement, the deficiency must be remedied within the specified period with a qualified person meeting the criteria.
• It has been stipulated that authorization certificate holders shall not use foreign-licensed road vehicles or foreign-flagged vessels to perform transport operations between two points located within the borders of Türkiye. Any breach of this provision shall be subject to an administrative fine.
