Turkish Competition Authority Published the Impact Analysis Report 2023-2024

On 06.03.2025, the Turkish Competition Authority (Authority) published the Impact Analysis Report (Report) 2023-2024. The Report analyzes the impact of the Competition Board’s (Board) decisions regarding cartels, resale price maintenance, abuse of dominant position, and conditional merger/acquisition authorizations on consumer welfare in 2023 and 2024. The significant aspects of the Report are summarized below:

  • The Report states that from 2023 to 2024, the Board found violations in 99 decisions, 93 of which were related to cartels and similar agreements and vertical agreements on resale price maintenance, and 6 of which were related to abuse of dominant position. It is also stated that the Board authorized 12 merger/acquisition transactions under certain conditions in to eliminate possible anti-competitive impacts.
  • The impact analysis conducted within the scope of the Report is carried out based on two different scenarios, namely “conservative scenario” and “OECD assumptions”.
  • In the conservative scenario, the benefit to consumers due to the Authority’s interventions is estimated at TRY 48.26 billion in 2023 and TRY 29.16 billion in 2024.
  • In the calculation based on the OECD approach, the benefit to consumers is estimated as TRY 128.57 billion in 2023 and TRY 83.65 billion in 2024.
  • In addition, the total contribution to consumer benefit for the 2023-2024 period is calculated to be TRY 212.23 billion, with an average annual contribution of TRY 106.11 billion. Moreover, the estimated total benefit is USD 6.72 billion, and the average annual benefit is USD 3.36 billion.
  • As part of the cost-benefit comparison, it is stated that the average annual estimated benefit calculated according to the conservative scenario reaches 37.59 times the average annual budget expenditure. According to the OECD methodology, this benefit is calculated as approximately 103.02 times the budget expenditures.
  • The estimated annual average benefit calculated in the Report corresponds to approximately 2.5 per thousand of the GDP in 2024 and the total benefit for the period corresponds to 5 per thousand. The Report assesses that these indicators demonstrate the role of the Authority in the economy and the effectiveness of its operations.
  • The Report also emphasizes that the impact analysis reports prepared in line with OECD recommendations reveal the monetary impact of the Board’s decisions and enable monitoring of institutional performance within the framework of transparency and accountability.
