The annual report (Report) regarding the 2025 activities of the Turkish Competition Authority (Authority) published on the Authority’s official website. The Report includes detailed explanations regarding the Authority’s investigations into competition law violations, merger and acquisition reviews, and the administrative monetary fines imposed.

The key highlights of the Report are summarized below:

  • In 2025, the Competition Board rendered a total of 530 final decisions. Among these, 104 cases concerned competition law violations, while 416 cases related to mergers and acquisitions.
  • Decisions concerning competition law violations were rendered in 89 cases following full investigations, while 15 were concluded at the preliminary investigation stage.
  • The number of on-site inspections conducted by the Authority reached 1,509, demonstrating the Authority’s intensive enforcement activities in terms of evidence gathering and inspections.
  • The total administrative monetary fines imposed for competition law violations in 2025 amounted to approximately TRY 12.1 billion.
  • In terms of sectoral distribution of administrative fines, the food industry ranked first (approximately TRY 4.7 billion). Chemicals and mining, infrastructure services, labor markets, and automotive sectors were also among the sectors subject to significant administrative fines.
  • A significant portion of investigation decisions concerned the agriculture and agricultural products, machinery industry, labor markets, food industry, and construction sectors.
  • In 2025, 416 merger and acquisition transactions were notified to the Authority, of which 381 were approved, 25 were deemed outside the scope, and 10 were approved subject to conditions.
  • Merger and acquisition transactions were particularly concentrated in the information technologies and platform services, automotive, chemicals and mining, healthcare services, and financial services sectors.
