The Competition Board has launched a study titled “Digital Age Competition Policies” to comprehensively assess the impact of digitalization on competition law and policy. The study aims to identify current and potential competition issues arising in digital markets and to contribute to the development of policy tools addressing such issues.

The key points highlighted in the announcement are summarized below:

  • Digitalization is transforming the functioning of competition; data-driven business models, network effects and platform economies increase the risk of market concentration.
  • The ability of undertakings operating in digital markets to achieve strong and lasting market positions in a short time may lead to higher barriers to entry and a weakening of competitive pressure.
  • It is considered that traditional competition law enforcement, which is predominantly ex-post in nature, may not always be sufficient in the face of the dynamic structure of digital markets.
  • In this context, ex-ante regulatory approaches adopted in jurisdictions such as the European Union, the United Kingdom and Germany will also be examined.
  • The study will analyze competition issues specific to digital markets, as well as the effectiveness of intervention tools, sanctions and commitment mechanisms in detail.
  • The report to be prepared is expected to contribute to strengthening the policy framework for digital markets in Türkiye.
