Biometric Identity Verification in Payment Services Framework Agreements Legally Established
With Law No. 7571 (Law), published in the Official Gazette dated 25.12.2025 and numbered 33118, an amendment has been made to Law No. 6493 on Payment and Securities Settlement Systems, Payment Services and Electronic Money Institutions.
With this amendment, a new regulation has been introduced regarding identity verification processes in the electronic establishment of framework agreements relating to payment services. The focus of the amendment is the explicit legal establishment of biometric methods.
The new regulation specifically incorporates biometric methods and identity documents with electronic identity verification capability in the text. This provides an explicit legal basis for banks to verify customer identity through biometric data such as fingerprint and facial recognition when establishing framework agreements.
The amendment has come into effect upon its publication in the Official Gazette.
