Presidential Circular No. 2025/11 on the National Occupational Health and Safety Council Published

The Presidential Circular No. 2025/11 (the Circular) was published in the Official Gazette dated June 21, 2025 and numbered 32933. The Circular introduces a revised framework for the structure, duties, and working principles of the National Occupational Health and Safety Council (the Council), with the aim of enhancing the coordination and effectiveness of occupational health and safety (OHS) policies nationwide.

Key highlights of the Circular are summarized below: 

  • The Council, chaired by the Minister of Labor and Social Security or a designated Deputy Minister, shall convene at least once a year to determine the policies and strategies to be implemented nationwide in the field of occupational health and safety. In this context, the Council will evaluate the existing legislation in light of new conditions and prepare the National Occupational Health and Safety Policy Document. 
  • If deemed necessary, subcommittees, advisory groups, and working groups may be established. In addition to public institutions, universities, professional associations, Non-Governmental Organizations, and private sector representatives may be invited to participate in the Council’s work and be involved in these groups. 
  • It has been underlined that the necessary support and cooperation required for the implementation of the Council’s decisions must be diligently provided by the relevant institutions and organizations.
